Improvements, or not, at Dutchies, Cottesloe?

Users of Dutch Inn in Cottesloe may want to look at the Town of Cottesloe council website to see the proposed paved area, shower and new path to the beach at the end of Salvado Rd. There is a sign about it at the top of the old, decaying sand path.
The proposals are at the north end of the new car park they built two years ago, after the hoo-ha when they were thinking of a kite ban everywhere else and that complaint from an old dear nearby about her kid being hit by a kiter's 'sail' (i.e a poley).
The improvements are also supposed to draw kiters away from nearby Telephone Box to the north where Marc Sprod was killed.
You have until March 6 to WRITE a response to the council using the address on the website - bang 'em on the back of a postcard, if you must.
The route of the proposed new path looks to go diagonally from south of that near that seat in front of the car park to where we stash our bags just upwind of the current path.
My suggestions are: the new path's handrail on the leeward side of any path is LOW and free of sharp bits that could catch kites and their bridals, no trees that could catch kites at the top of the path, keep the top of the path as open and fee of signs/bins/plaques and other obstacles as possible so as to not attract the public in kiters' ways, and the seating in the paved not to be so long that is in a direct line from the top of the path to the grassed area in front of the carpark where kites are likely to be pumped up and packed.

My points in order of importance will be;
1) Low handrail on the leeward said of the new path to stop kites catching on the bits that stick out/no bits that stick out, 2) new path to have as low a gradient as possible, 3) no trees or other obstacles at the top of the new path, 4) seat in the paved not to go across the direct line from the grassed area to the top of the new path, 5) foreshore path to have painted warnings of 'kiters crossing' , 6) smaller paved area to cut costs, if needed.
