Now there's a couple of intelligent constructive responses...
Not trying to win an argument, not suggesting we pose any risk, just highlighting the confusion that exists and questioning who we supposed to listen to.

Yeah it's all your fault smutty, Covid, people eating bats, Italy US,
Yeah what the hell was I thinking, you forgot the run on toilet paper too...
Its not that hard, give it a break for a while, the better we as a community can show we can play it safe, the sooner things will be eased.
I think they were taking issue to you saying we stop kitesurfing completely no-one likes being told what to do especially by a keyboard warrior.
We have enough do-gooders, parks, council, water authority and fun police.
Smithy, I can categorically say that under current stage 3 rules, victoria police will not and cannot fine you for kiting, unless you were clearly breaching the social distancing rule of more than 2 people together as a group.
surfing or kiting by yourself even with others on the water is not an issue, being in a car park or beach with a group is another matter.
Cheers, peace
So seems my policeman neighbour was correct then.... I so wish he wasn't
He was wrong at the time he told you but he's only one of 15,000 and was misinformed though the confusion, too many cooks ( govt departments ) spoil the broth but its finally sorted so go and have fun, cheers

Windsurfing Victoria has clarified and updated windsurf access restrictions within the State of Victoria during the current Covid-19 crisis. As of 14th April 2020, Victoria Water Police have confirmed that SUP, kite and windsurf activities are now clear to continue, subject very strictly to the statewide limits on social distancing. Which of course includes gatherings, albeit random even within rigging or car park areas etc. And they require that we self manage effectively this access as a user group: stay in closer to shore and sail only in conditions that are self-rescue (ie. no extreme or offshore winds). Victorian Emergency authorities have less ability to rescue, as their numbers are down due to some of their members have to stay in lockdown. No heroics, please. For everyone's benefit. Any situations creating negative public sentiment or requiring official intervention (group gathering or rescue etc) will jeopardise this highly valued access. Please treat this
